HO CHI MINH CITY, VIETNAM - 1992/03/01: Customers try Saigon's first escalator since the fall of Saigon in 1975. Prior to the Vietnam War, there were a few escalators but most were broken and never repaired. The new escalator in the new "An Dong" department store is a big crowd-puller since most of the city's residents have never seen nor used a moving staircase and the store even employs helpers (in green shirts) to help get people onto the steps.. The program permitted immigration of Vietnamese refugees, mostly to the USA under the auspices of the United Nations High Commission for Refugees. Almost half a million Vietnamese were resettled under this program. American Immigration and Naturalization Service (INS) officials set up in Vietnam to interview prospective immigrants..
